Carl Franklin "Frank" Colvard is the grandson of Thomas Jefferson and Laura Whittington Colvard and a great, great grandson of Wade Hampton and Phoebe Vannoy Colvard, and a descendant of John Jr. and Phoebe Eseentrino Shepherd.
Carl Franklin Colvard, Jr., the only child of Carl Franklin and Sue (Vannoy) Colvard, was born in North Wilkesboro, North Carolina, 30 August 1939, because the local hospital had not been completed at that time. Mr. Colvard died on Thursday, December 9, 2004 at his residence.
He attended public schools in Ashe County. Later he studied for a degree in Business Administration from Wake Forest University, where he served as a member of the Board of Trustees from 1979 until 1982.
In the interim, he was employed on the staffs of Senator Sam J. Ervin, Jr. and North Carolina Lieutenant Governor H. Pat Taylor, Jr. He has served on the North Carolina State Democratic Executive Committee for sixteen years.
Frank Colvard has lived in Ashe County most of his life. He is unmarried and resided in West Jefferson where he was the manager of Skyland Books in West Jefferson.
A director of the Ashe County Chamber of Commerce since it's founding in 1965, he is also a board member of the local First Citizens Bank and the Northwest Trading Post and the Governor's Highway Efficiency Council for Ashe County.
He is a member of the First Baptist Church of West Jefferson, where he served as Treasurer and Trustee. He has been active in the Ashe County Heart Association and the Pisgah Heights Development. He is also a member of the Board of Trustees of the Ashe Memorial Hospital.
A memorial service will be held Sunday, December 12, 2004, 2:00 PM at First Baptist Church of West Jefferson with Rev Ken Morris officiating. The family will receive friends following the services in the church fellowship hall.

Funeral arrangements for Mr. Colvard are being handled by Boone Family Funeral Home.
Frank was cremated and buried in the West Jefferson City Cemetery in West Jefferson, NC.
